I don't know for certain, but there are must be specific tax rules for the President.

If a typical citizen were provided housing by his or her employer, the fair market rental cost of that housing (plus the associated staff costs) would be considered taxable income. This is not the case for the President.

State income is typically payable where you work, not where you live. So, an Illinois resident who does most of their work in DC would owe tax first to DC, and they would then get a credit for the tax paid to DC when they filed in Illinois. That is also not the case for the President.
