EMS protocols don't differ that much from state to state. The whole idea of what is called online medical control, is to have an MD within easy reach for EMS crews in the field to consult with. In the case of an actual or suspected head injury, which might well render the patient incapable of making sound decisions about his or her medical care (that is, to refuse medical aid), the EMS crew can get in touch with the doc at Medical Control, report their findings, and get permission from him or her to take an RMA from the patient, if the doc deems it OK.

However, the doc is not on the scene, and isn't likely to permit a crew out in the street to let a person with a head injury go on his merry way, cops or no cops. It's HIS license that is on the line if the patient RMAs and then drops dead five minutes later from a subdural hematoma. We are not in the business, for example, of giving people just enough care that they can stagger into the path of a moving subway train.

It's for these reasons I highly doubt Zimmerman's injuries at the scene were as bad as he claims. If they had been, he'd have been taken to the ER, in protective custody--from himself--if necessary. Yes, EMS crews can have the gendarmes do that for us if we feel the patient is so sick or badly hurt he cannot act in his best interests. We can NEVER go wrong by taking someone to the hospital in cases like that.
