Once the physically challenged are in the pool there will have to be attendants to assist them in and out of the lift and to insure their safety. This, obviously is not the same as a one-time investment.

There's no requirement to have an attendant. If the hotels were opposed to having an attendant, why are they lobbying to have a single portable lift for multiple pools? That would require an attendant to transport the lift and set it up every time someone needed to use it.
