There's nothing wrong with the older portable lifts that were available, or made to be required. But to have permanent large lifts a requirement at every water location, including small hot tubs is absurd and over the top.

They're not required. A portable lift is allowed, but it has to be attached to the deck somehow if it's possible to do so. If it's not possible to do so, then it's allowed to be used and not attached.

Hotels will just fill in their hot tubs or many the whole pool

Doubtful.
