Again, that is incorrect. That is because you have the dollar coins mixed in, in which people won't be using like they used dollar bills, so you would need more $2 bills to make up for that fact. For example, instead of 20 single dollar bills to make up $20, you would need about 14 or so $2 bills out there, as you wouldn't have single measurement anymore (as dollar coins will not be highly embraced, and instead horded in containers, whereas now no one hordes dollar bills). So to pay $5 when someone isn't using dollar coins, or don't have a $5 or $10 on them, they would have to use 3 $2 bills instead of $5 single dollar bills. Just in that example alone, it's more than half needed.
It's not an even exchange for every paper bill to fit neatly down to half $2 bills.
