He's talking to an all-white, Midwestern audience, directly to what he thinks are their own private prejudices against blacks. It makes perfect sense that he would cite blacks as having their "lives made better" with "taxpayer's" money, as this meme is a common GOP theme to appeal to white voters. Santorum really believed he would get away with saying this, and in some quarters, he is. |
