Strictly speaking, the average IQ of the total population is supposed to be 100, at least as IQ is supposed to be calculated.

Well, I'm afraid that's not how it works. Indeed, since different groups have considerable different means, it makes much more sense to split them up as much as possible to get an accurate measure.
