It would be a violation of the Constitution only to not pay Social Security, pensions and military/veterans pay and benefits. The 14th Amendment specifically mentions "pensions and bounties" That's means that those expenditures get priority after Aug 2 when the government will officially be living within it means. Everything else goes. Bill Clinton was wrong in his comments. |
