You know what are religious ceremonies? Birth and death. There are baptisms for infants and funerals with clergy and prayer. Marriage is the same, it's a civil function that was performed by churches until the rise of secular government. Just as now proof of birth is primarily through a birth certificate issued by the state, proof of marriage is through a marriage certificate issued by the state.

If you look back at old time England, there weren't even marriage ceremonies, a couple simply became married "by habit and repute," they would pass themselves off as married and it was so. There was never a requirement in English history to have a religious marriage until the Marriage Act 1753 which required religious marriage ceremonies. Several states still allow the old form of marriage under the common law in addition to formal marriage ceremonies.
