If he were captured alive, would it be wise to announce it? We are preparing for a round of reprisal raids. If he were alive, those reprisal raids would not stop. If he were alive, his followers would drastically alter their operations for protection. No need, if he carried what he knows to the grave. Burial at sea, with no possibility of confirming his death, what better way to lull his followers into a sense of security.
