You can play with both levers -- tax policy and spending changes.I actually don't think you could close the gap purely with tax increases. Based on the pure run-out of spending, the level of taxation required to close the gap would have too many negative follow-up impacts and would ultimately fall short (perhaps well short) of the target. |
