If the US government had really wanted to balance the budget, they should not have enacted the $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, that was passed into law after the November 2010 mid-term elections. Instead, they should have allowed the Bush tax cuts to expire.

But failure to act would have been politically unpopular, and in a democracy the top priority of most politicians is to be re-elected.
