Except that they don't issue warrants for people that don't respond to notices because:1- A large number of people don't respond (OBS said almost 50%). 2- Most of those people have legitimate excuses for not responding (moved, wrong address, out of town, etc). They send a nasty letter or two saying what can happen for skipping jury duty and that's it. |
