You can see men in the same state of dress at many parades (and other public events) all over the city

Uh, no you don't. And certainly not in entire parades, much less an entire float like this. And pulling his "tighty whitey" down so you can see his ass to the photographer? You do NOT see that "all over the city" and at other public events, unless it's a gay event.

I fail to see why this is only a problem when gay men appear this way.

It would be when ANYone appeared like this, but the point is it only happens with gay men.
