Wilson's re-election campaign slogan was "He Kept Us Out Of War". Reputedly, he sent all sorts of notes via telegram to the Kaiser begging him not to torpedo any vessels carrying US passengers or cargo (of course, we know where that led events). TR reputedly said in response to hearing about the notes to the Kaiser, and the slogan:

"He kept us out of war" . . . I was president for 7½ years, and if I were president now, I would send the Kaiser just one note — and he would know that I meant it!
