The fact that 71% of all black children are born out of wedlock is a crime against these childrenPart of that is as a result of deeply flawed welfare policy. When determining a family's welfare payment, the household income is taken into account, so that it's not in the mother's incentive to marry the father, and only to receive child support from him, which IINM doesn't count as income for the purposes of determining welfare payments. This is perverse. |
