Nuclear fusion, the process powering the sun and stars, has so far only been mastered as a weapon,

That's a ridiculous statement. Farnsworth-Hirsch fusors have been around for almost 50 years and used as a source of neutrons in nuclear physics experiments. We've also had magnetic containment Tokamaks for the past thirty years which have produced helium and neutrons as fusion products. We don't have a problem mastering fusion, we just haven't yet achieved net power and as such cannot use fusion as a power supply.

The article is completely unclear as to whether Iran is going to merely construct a tokamak like the ITER or NSTE and pump a few gigawatts into a plasma at a time as we've done for the past 25 years. Even worse would be for them to build fusors, which any halfway competent junior year physics student could likely assemble in a well equipped lab.
