No where in those transcript did he say or even imply that he was MOVING to Costa Rica.I heard the March 8 segment on the radio. At no time did I interpret what he said as moving to Costa Rica. He has discussed the concept of going off shore to obtain medical services many times on his show. That is the context one should work from to understand what he said.
