You're right. When I saw the Shake in 2008 in Florida, then went to NYC, I noticed that it was not sold in any of the five boroughs, and assumed it was just NYC proper. Then I called and e-mailed McDonald's and got this:

Because it is a 'local' promotion that is voted in by the Owner/Operators within a TV market, and the 5 Boro licensees did not support it because generally speaking, the city consumer does not buy it.

I don't know if 5 boro means Queens, Brooklyn, Manhattan, Staten Island, and the Bronx, plus Long Island and NENJ. Sounds like it's just The City. I did speak to Steidl last year, and she said it was not going to be sold anywhere in the Metropolitan area. I wonder what will happen this year. It would be funny if only the locations within NYC limits don't have it.
