I disagree. LA wasn't nearly as much of a college football town when the Raiders and Rams were here. UCLA has historically been a basketball school and USC was in the midst of mediocrity and losing a ridiculous number of consecutive games to Notre Dame. Also remember that the Raiders won a Superbowl when they were here.

Even now where USC has been good for ten years they don't have many hardcore fans. They are as popular as they are because they are winning and we don't have a pro team. That being said I think that LA is a decent college sports town. It's not Atlanta or Dallas where there are lots of hard core fans, but it's not Boston or NYC either.
