Satan doesn't have the power to test human righteousness. Only God can judge our conduct after our death. Satan takes the rejects because God doesn't want them.
God laid out what is good and what is evil. Humans then make their decisions based on their own free will. The judgement comes in the afterlife not in the earthly one.
Human affairs are entirely in the hands of humans, not God.
