Because Tampa didn't spend to improve their teams and in 2008, they finally got great players from the 'lottery' for all those last place finishes.
Yes, the yankees with all they spent should've done better, but they were beaten up. 2004 and 2005 went to the final game of the respective series and they could've advanced to the next round, but they didn't.
