I thought it was a guy from NY who did it when he discovered that in SLC they put mustard on your cheesburger.

They do that everywhere outside the NY Metro area. It's the NY Metro area that is unique in the fact that there is no mustard on the burgers at Burger King, McDonalds, etc.
