Because it is a 'local' promotion that is voted in by the Owner/Operators within a TV market, and the 5 Boro licensees did not support it because generally speaking, the city consumer does not buy it.

The above was McDonald's response last year to my e-mail asking why the Shamrock Shake was not available in the NY region.

As you can see, she tries to blame the owners within the "TV market". Problem is, McDonald's does not appear to support the shake with a local or national tv ad campaign. I asked her if there was a tv spot for Shamrock Shake, and got no reply.

She also says that "the city consumer" does not support it? Really? How would she know? Shamrock was off the menu for years, until it's recent comeback in Canada, Ireland, and every U.S. state, minus NY. In order to say "the city consumer" does support it, wouldn't it have to have been available in NY in the first place, to make that statement?

Anyway, the Shake is now available on an international basis. In Florida, machines offer Shamrock, Vanilla, Chocolate, and Strawberry.(no blenders).

I think the "5 Boro" licensees know what would happen if they put it on the menu. Everyone else in the 5 Boros would see it as an endorsement of one ethnic group while ignoring the many backgrounds that make up NY today.
