Maryland used to appoint the Speaker of the House of Delegates as Governor if the sitting Governor left the office for any reason. When Agnew resigned after being elected as Nixon's running mate, Marvin Mandel, who was Speaker of the House was appointed by the House to fill the vacancy.It was "happy days are here again" in Maryland as a popular Democrat was in the State House again. Mandel created the office of Lieutenant Governor and with the assent of the voters, it was created. Maryland used the system for electing the Vice President of the US. It's a team. You do not want a situation where the Lieutenant Governor or Vice President is from a different political party as the "boss". |
