My understanding of the situation was that the building was likely to be a total loss, and with manpower stretched thin looking for possible survivors in the wreckage of what were once the tallest buildings in the world, along with the loss of nearly every SAR trained member of the FDNY, the department brass made the decision to cease all but containment operations on 7 WTC, and focus on the potential rescue. |
