I think you're on the right track, Jeff. It's not that Robert Moses stands out as some lone voice in that way of thinking but was just doing what everyone did at the time. As an example many, many beachfront communities in southern CT and RI at that time precluded sale to anyone but WASPs in their original deeds. Moses may have just used the tools at his disposal, ie roadway design criteria, to preclude access to those who were deemed undesirable at the time. It's entirely possible and plausible, given the time period we're talking about.your pal, Fred |
