That's exactly it.And also people have to remember, that in the 1920's when the parkways were designed, and in the 30's when most built, most frieght was still moving by rail, not road. Freight on the roads in trucks was not even really much of a thought back then. Trucks didn't really begin to "take off", until the 50's, and only really began some time in the 40's. Even "commuting" didn't really begin en mass until the 40's and more so the 50's. The parkways were mostly built by the 40's'. There were more extenstions past that, but by the 50's it was seen that Expressways would be necessary, and by the late 40's and into the 50's some of the parkways were converted to expressways, and other expressways built instead of parkways. People are trying to take today's thought, and trying to place it in an era of the past, and it can't be applied to their thinking back then, as it was a different time. |
