I was on school buses using parkways. I remember one time we were going on some field trip or something and a teacher was giving us a guided tour along the FDR Drive and she mentioned the UN, which would soon be passing, then our bus got off on 23rd Street and she apologized because the bus driver told her that the bus isn't allowed further up on the FDR.

That implies that buses are allowed on portions of parkways but they're banned from areas with weight limits and height limits. Of course, it could be the bus was just driving on the parkway illegally but the driver knew about height/weight restrictions north of 23rd.
