While I agree with most of what you say I do have to say that since Caro emphatically asserted that in his book it's more than a myth and urban legend. While Caro's book appears to be biased against Moses (especially the chapter on the Cross Bronx Expressway) there has to be some semblance of truth to it and it does fit Moses' character. Even Levitt put in the deeds to his houses in Levittown that you couldn't resell to Blacks and that's still on the deeds.
By the way, on an unrelated note, something I found very interesting in The Power Broker, was when RM built the Central Park Zoo, he gave a key and lifetime visitation rights to former NY Governor and Presidential runner-up Al Smith, who lived on Fifth Avenue opposite the zoo, who loved zoos, so he could go to the zoo after midnight when it was closed.
