since a beam of light, theoretically shined from the surface of the black hole, perpendicular to the tangent, cannot escape the gravitational pull, doesn't that mean that light isn't the ultimate speed? That an object enetering it further away would come back to the black hole at a higher speed, UNLESS, the light exits the black hole, but experiences super red shift, meaning the wavelength becomes so long, it is undetectable?

No. And light is not a "speed"; it's a unique form of matter that acts as both particle and wave; forces can and do slow it down, including traveling through matter of different densities. Since it's affected by gravity, then the ray of light cannot travel perpendicular to any tangent line of the event horizon; the path would be parabolic. The light is decelerated and reaccelerated in a different direction (the parabolic path reveals that); at one point, the speed of the actual light is zero.
