Right, the DTV converters are for the over-the-air ATSC signals. But there might be some cable systems out there re-broadcasting the ATSC signals over their cable.

Wouldn't they be using QAM for that like all of their other channels?

Which channels are you getting? I have an old style antenna on the roof and get 4, 5, 7, 9, 11, 25, 31, 41 and 68 (the latter two I've switched off because I don't speak Spanish). I can't wait for the analog switchoff so that 13 starts broadcasting their DTV signal in high power.
