This would make it more difficult for people will less spare time or money to learn to drive.If you don't want to learn how to do long division, the school still forces you to (or at least it should). And your local municipality probably has a free public lending library, even if you have no use for it. There are some things that benefit enough people that it makes sense to have everyone pay for them according to their ability rather than according to their need. |
