I guess I don't feel it is possible to legislate away every nuisance without also excessively impinging on personal freedom. There needs to be a balance, and I'm quite satisfied with how that balance is enacted in the City of New York. I am not so satisfied about enforcement of existing ordinances (more on noise than smoking) but that's another issue. |
