Yes, I do understand that people throwing cigarettes out the window is a problem, but that comes in from a litter angle. People shouldn't be throwing anything out of their windwows period. Litter is a different problem, and should be addressed and enforced accordingly. Banning smoking because people litter becomes a nanny law, which is different from it being illegal to litter. |
