Their whole schtick is that humans should make no use of the products of other animals, even if it doesn't hurt the other animal, so this is consistent with that.

Sheep actually benefit from shearing, just like a person getting a haircut, so if wool were useless, sheep would still have to be shorn. PETA would rather humans stop raising sheep, and that all the sheep be euthanized. PETA euthanizes more animals than anyone else (look it up).
