IAWTP.Biden had a proposal similar to this, with only the 8 most junior associate justices hearing appellate cases (which is most of them). Any other justice would be on “senior status” and would only hear original jurisdiction cases, or would be assigned to hear a case in the event of a recusal. In the event of death, resignation, or removal from office of a justice on senior status, no appointment would be made. |
