it could be a problem if we end up with a large number US citizens living in China voting by mail with the Chinese government inspecting their ballots before they are submitted

There is a 30 day state residency requirement for voting. Birthright citizens have to establish a residence within a state before being allowed to cast a vote. That's difficult to do, if their permanent residence is abroad.
