The problem is greater than a punch line. It would seem that some humble civil servant at the state dept. decided to ignore the rule about naturalized citizens having to speak English. It eould also seem that some humble civil servant at the NY DMV decided that a person who couldnt speak or read English, should have a CDL and be allowed to drive a bus. Suppose this humble servant, in the course of his duties, decided to let a rail car with a 7/8 flange was still safe for service and then that car derailed? Bottom line is that we are not being served by those humble civil servants who adjust the rules or ignore them. In this case 39 people paid for their well intentioned failures. |
