Good Idea. Firetrucks spraying water is very effective.
A quick story:
Back in the day, a stretch of the BQE from the GCP to Northern Blvd southbound was known as the Connecting Highway. On Friday and Saturday nights the locals would turn that stretch into a racetrack. It was serious business as there was a starter at an imaginary starting line and betting on the races went on. The track length was "bridge to bridge" (aka overpasses) then slam on the brakes for the 30th Ave exit or Northern Blvd if you were going faster than 80 mph.
The "stands" where racing fans watched the races was an elevated service road that drew quite a crowd leaning on the railing.
Sometimes there would be several racers lined up to back up traffic to the Triboro Bridge.
The point of all this is to stop the races, the NYPD would get on bullhorns to disperse the crowds with threats of being locked up for disorderly conduct. FDNY would bring out the fire trucks and hose down that stretch of highway to stop the races.
Worked like a charm.
