No. Iran produces the drones, or at least a lot of them since who knows how many Russia is capable of at least assembling. Russia then actively uses them in the field, where they learn what works and what doesn't. That knowledge then gets passed back to Iran to be used to improve the drones and also train their forces on new tactics. |
