On one hand the average democratic wants to defund ICE and will find reforming ICE to be unacceptable. Maybe the best position will be to say that ICE is bad but be somewhat ambivalent about totally defunding them. But that risks having a Bernie Sanders or similar swooping in to fracture the party.
