Gasoline taxes don't pay for all highway building and maintenance expenses. The gasoline taxes used to pay only for building costs. They don't even cover that now.

There has to be some mechanism for paying for maintenance and possible replacement costs. Increased gas mileage and the switch to electric and hybrid vehicles has reduced gasoline tax revenue, while vehicle mileage has increased.

In most cases the shortfall has been made up through general revenue. The decreased gasoline tax revenue has placed a greater burden on local taxes. This burden has been met by inadequate maintenance, resulting in bad roads.

Some alternative is required to replace the this shortfall. A weight and mileage based tax is would roughly apportion the tax according to the damage the vehicle causes. Finding a cost effective way to collect the tax is a problem. The Oregon tax costs 10% to administer.
