Nazis aren't the only kind of fascist. There's nothing about Miller being Jewish that would stop him from being a fascist.

Despite that, I don't think that Miller is a fascist. Being against immigration isn't fascist by itself. His portfolio is all about getting rid of immigrants and basically nothing else.
