They have the potential to be deadly if they manage by luck to get a powerful explosive device into a densely populated area. That's more a matter of persistence, and negligence by civil authorities, than being highly skilled. Navy Seals (who are skilled) are expected to succeed in most of their missions. Islamic terrorists can be effective if they only succeed in one big mission every decade or two. |
