I have no problem with Trump taking control of the DCMPD

I agree, as long as he is doing so lawfully.

Some of his actions would be perfectly reasonable if authorized by Congress, but in fact they are specifically not authorized by Congress. That makes them unreasonable, even if they are in pursuit of a worthy goal, because they subvert the rule of law.
