None of them read the US Constitution either. Given the authority that was vested in Congress with respect to DC (Article 1 Section 8 Clause 17 says that Congress has "exclusive legislation in all cases whatsoever" over the District of Columbia), then the 1973 Home Rule Act is unconstitutional and Muriel Bowser's municipal government should not exist; the Home Rule Act is as unconstitutional as making DC a state. |
