I don't claim Buchanan was a good president. But the seeds of the Civil War were planted long before, namely in our Constitution. And Buchanan didn't write the Dred Scott decision, without which Congress might have just frozen slavery where it was and never allowed expansion to new territories.If Lincoln couldn't stop the war from happening, how could Buchanan? |
