You know the answer to that question.

The President of the United States does not respect Acts of Congress.

Just because an Act of Congress says that an infectious diseases clinic in Africa deserves money doesn't mean that he will let it get money.

And just because an Act of Congress says that Tik Tok needed to sell itself or be banned by 1/19/2025 doesn't mean that that will happen either.

There are 40 or more law suits underway objecting to Trump's disregard of law. Some of those suits have had an immediate effect - judges issue injunctions against his actions and tell him to cease and desist. It's much more time consuming to get the courts to tell Trump to do something rather than to not do something, however. There is no simple injunctive relief to the issue.
