You can't really pump water over 6 stories without a watertank or some massive pumps.

So how is it that there are rest rooms on the top floor of pretty much every tall building?

They pump water up to a water tank on the roof, and it flows down from there. The reason for the tank is to smooth out the flow. It allows multiple people on upper floors to flush a toilet at the same time, temporarily exceeding the capacity of the pumps.

You can't pull water up more than 33 feet with a pump, but there is no limit on how high you can push water with a pump.

And the reason buildings of 7 stories or less usually don't have water tanks, is because the municipal supply is stored at a higher elevation than the top floor of the buildings. For example, the Jerome Park Reservoir in the Bronx is at an altitude of 115 feet. The Hillview reservoir in southern Yonkers is at 295 feet.
